A California proposition entitled AB 715 will be reviewed by the Senate Local Government Committe today DagBlog reported.

The proposal poses a threat to local newspapers in that it would pave the way for posting of public notices elsewhere and "kill the required publication in newspapers" according to the California Newspaper Publishers Association (CNPA).

As it stands, California law requires that ordinances be published in newspapers "of general circulation" within a period of 15 days after its adoption.

AB 715, which is written and sponsored by the City Clerks Association of California (CCAC) unanimously passed the senate floor on 14 May.

In a form letter sent to news clerks the CCAC said that AB 715 "improves efficiency in local government and  increases citizen participation".
