Although U.S. District Court Judge Amy St. Eve said there was “clear and convincing evidence that Mr. Black is not going to flee,” she did restrict his travel. He is allowed to only travel within the Chicago-area and north of Illinois, or to his Palm Beach, Fla. home. He must also first get permission from the Federal Pretrial Services Agency before going to Florida, and he is not allowed to return to Canada, according to Editor and Publisher.

His next hearing will be Aug. 1, for the court to obtain more information and assurance Black will not fight extradition. St. Eve said she was frustrated Black's Toronto-based attorney Edward Greenspan would not give detailed assurances that he would be returned quickly to the United States if he fought extradition. His bail will be continued at its current $21 million level.

The fallen media tycoon, who built a vast newspaper empire under Hollinger International, now the Sun-Times Media Group, was convicted July 13 of a count of obstruction of justice and three counts of mail fraud and could face up to 35 years in prison and a $1 million fine. Sentencing is scheduled for Nov. 30.
